When you first start using Vista and decide to modify the default system settings, Vista prompts you with a message stating that "Windows needs your permission to continue" this is known as the user account control (UAC). It is designed to help prevent unauthorized changes to your computer system. It works by prompting you for permission when a task requires administrative rights. Unfortunately in the early stages of a system setup, this can get quite tiresom. Disabling it will allow modification to your system without a prompt, but may also allow hackers, malware, spyware and viruses (once Vista becomes more familiar) to change your system settings unabated.
Disabling the UAC during prolonged configuration can easily be accomplished by opening the "User Accounts", and clicking on "Turn User Account Control on or off". The UAC will prompt you once again to confirm this change and then will require you to restart your computer.
