Can you tether an iPad to an iPhone? The short answer is no. At least for those not planning on Jailbraking their Apple hardware. There are Jailbreak and non-Jailbreak options available in the US, but none that are compatible for those in Canada.
I don't understand why the Canadian carriers (Fido, Rogers, Bell, Telus) would opt to have each device on separate data plans. Wait a second, I do... greed. Microsoft had a similar business model where each computer needed to have a separate Windows purchased license. Licensing by machine, rather than by user. Why would I want to buy 1 windows license, let along several and the same logic applies to connected devices. Imagine if you had to pay for separate internet connections for every wifi device you connected at home? I have a 6GB plan with my iPhone and never go over 300MB a month. I'm paying for 20 times more bandwidth that I ever use. At $30/month, I estimate I should be paying $1.50/month. At the very least I shouldn't I be able to share the data plans with my other devices like the iPad? This is the kind of unwise business policy that encourages hackers and Jailbreaking, while at the same time discouraging the ubiquitous use of Mac hardware.
I'm sure Apple could care less about multiple data plans or iPad device tethering, except if they get a cut of the royalties. If there was real competition between the chip and non-chip iPhone carriers in Canada, multiple device data plans may tip the balance.
